Is there a way to remove the speed limiter (at 115 or whatever it is) on a 97 without actually buying a programmer? I thought I've heard in the past that individual programmers like Hypertech's or whatever can only do one car at a time, so I guess that would mean I can't borrow anyones? I don't know much about the whole tuning thing so I don't really pay that much attention. Thanks.

You have to buy a programmer or have someone program it for you because the limiter value is in the ECU. I've seen the modifications done by Hypertec and Preditor and they don't do a whole lot. If you only want the speed limiter removed ask a dyno shop and they should be able to change just that setting for a small fee.
