I guess without having a completely new steering column I don't have anything to compare with. Before the over sized pins, the wheel would have excessive play up/down at the 7'o'clock position, but pulling it up or pushing it back down it moved smoothly through the excessive motion. After install, if I pull up a little on the steering wheel at the 7'o'clock position, the wheel will stick before moving back towards the 7'o'clock position.

Yeah, that's not normal behavior after the pin install. It sounds like something in the tilt mechanism isn't as it should be.
