This has been confirmed, I don't know why it isn't listed on NEDIV's website yet. There will be a Friday practice course as well. Equipment will be allowed overnight on site, however there is no onsite camping. If you have a camper, or are going to rough it tent style, Sampson State Park is directly accross the street. I highly recommend reserving a spot now, as it fills up fast without any local events. Loop 6 seems to be the poplular sport among us 'locals'.
There is an inn in Ovid ny that is about 10 minutes away, and several hotels just off the NYS thruway, those are 25-30 minutes out though, so camping looks to be the easiest option.
Again, the surface is grippy asphault with a section of old worn in concrete. There is also a small section of sealed, very slippery asphault that has been used once or twice for a 'pin turn', but I'm hoping the course designers are smart enough to stay away from that.
This site is HUGE (but not wide). We had an event last year where it was pouring at one end of the course, and completely dry at the other :-) . We had to use the workers to radio in conditions, like we were at lemans or something.
