Hey Evan,
Everyone's scale is different. For me it is definitly a 1, but a 10 would be a motor rebuild or something of that nature. It shouldn't take more than 1-2 hours to pull the steering shaft, drill out the old rag joint, install the new one and have it back in the car. It comes with very detailed instructions.
