I was beginning to think that I needed an SB2.2 to fix this issue, but luckily today I found that I (dip shit) had one of the ECM power wires wired into the accessory circuit which is not powered while cranking. Moved the fan circuit over to accessory to make room for the ECM power wire in the ignition part of the fuse panel and it started right up. Here's proof if you need it:
