Looks like an old tube frame chassis Trans-am series car that has been restored.

What exactly were the rules differences between Trans Am and GT-1 when they existed at the same time together??

I'd guess none or very little as lots of Pro Trans-Am cars/drivers would show up at the June Sprints and Runoffs to run GT-1.

Actually, Scratcher likely will get new paint in 2013. Lately I've been really partial to silver and yellow.

The old rules for TA and GT1 were damn close. There for a few years you had to run the TA spec tire, but typically it was simply a change of weight either up or down based on your transmission type, heads, and displacement.

Very clean looking car, nice find.
